PeaceHealth is seeking a Labor Relations Manager for a Full Time, 1.00 FTE, Day position. Hourly compensation is $52.23 – $78.35; hiring rate dependent on qualifications, professional experience, and/or work location.
The Labor Relations Manager role is remote and requires a willingness to travel 25% of the time.
JOB SUMMARY
Under the direction of the System Director of Labor Relations, manages and supports the labor relations function at PeaceHealth. Duties include planning, preparation and negotiation of collective bargaining agreements, contract administration and interpretation, investigate and resolve grievances, provide advice to business unit HR and line management on matters related to contract administration and proper application of the labor agreements and guidance/coordination of related management activities consistent with the mission of the health system. Serves as a key contributor to development and maintenance of the collective bargaining agreement.
ESSENTIAL FUNCTIONS
- Assumes a leadership role in negotiation of the organization’s labor contracts as assigned.
- Provides end-to-end case management and resolution of the following processes: advice and interpretation of union contracts, performance management, grievances, and requests for information from unions, union escalations, targeted leader training on union related issues or new processes, general Labor Relations support and other items as assigned.
- Provides support for issues to be addressed in a labor-management setting, facilitating discussions between labor and management, and ensuring follow-through on identified action items and communication plans.
- Developing and maintaining positive relationships with PeaceHealth employees, managers, union stewards and officers.
- Conducts researches, evaluates, and interprets policies and practices and assists in resolving complex issues.
- Educates unions on change initiatives and developing strategies to gain union support
- Advises managers and employees on sensitive labor and employee relations matters, including grievance and arbitration procedures, performance issues and disciplinary actions; advises and assists managers in identifying employee relations issues and determining appropriate course of action
- Researches wage data within the health care industry
- Reviews referrals, and reduction in force issues.
- Provides information, advice and assistance to Human Resources department managers and staff regarding application of statutes, regulations, contracts and employee relations practices relating to their functional areas.
- Participates in the development and delivery of management training programs.
QUALIFICATIONS Required unless otherwise stated
EDUCATION:
- Bachelor’s degree in labor relations, business, public administration, human resources management or a closely related field required or a combination of education and professional experience that provides the incumbent with the requisite knowledge, skills, and ability to successfully perform the job.
EXPERIENCE/TRAINING:
- Minimum of 5 years of professional experience in conducting collective bargaining, including chief negotiator experience.
- Experience in leading contract administration, grievance processing, performance management and disciplinary activities, as well as facilitating on-going communication and working relationships with employee representative organizations and other hospital stakeholders.
- Broad understanding of the National Labor Resolutions Act and the Fair Labor Standards Act and should be able to apply this knowledge to help resolve problems.
- Ability to operate effectively in a large, complex organization with employee groups represented by numerous collective bargaining agreements.

- Communicate clearly and concisely, both orally and in writing, with individuals at all levels of the organization on labor relations issues
- Ability to maintain composure while having difficult conversations
- Foresee potential obstacles and proactively identify solutions and resolve issues
- Flexible and adaptable to a changing environment
- Skilled in application of processes for influencing performance management
- Effective use of mediation and conflict resolution techniques
- Skilled in computerized systems for word processing, spreadsheet applications and data bases to retrieve and analyze data and/or create reports
- Ability to coordinate activities with other internal departments and/or external agencies
- Effective project and time management.
- Ability to reconcile labor relations issues in the context of both existing labor agreements and desired future states of labor and employee relations.
- Ability to work with diverse academic, cultural, and ethnic backgrounds of caregivers and the communities we serve.
- Ability to manage multiple complex projects concurrently.
PHYSICAL/COGNITIVE REQUIREMENTS
- Work requires fairly light physical exertion from up to 65% of the time.
- Ability to lift objects weighing 30 lbs. or less.
- Work is performed under normal working conditions with adequate lighting and ventilation.
- Job duties frequently require intense concentration and attention to detail (up to 65% of work time).
