ICF is seeking a detail-oriented, self-motivated candidate to help federal government clients implement and evolve their energy efficiency, decarbonization, and sustainability programs. This position will be based in our Reston, VA headquarters office in a hybrid work environment or can be remotely based, at the discretion of the hiring manager. Successful candidates will support the management and implementation of high-profile public-private partnership programs to drive energy efficiency and emissions reductions across commercial, multifamily, institutional, and industrial markets. They will be part of a team that builds and maintains relationships with key market actors; reviews and analyzes energy, water and emissions data; develops marketing material that recognizes market leadership; and collaborates with other team members and clients to develop national and regional strategies to increase participation in energy and decarbonization programs.

What you will be doing:
- Assisting U.S. government clients in clean energy program planning / design, program administration, and engagement / outreach / communications to key stakeholders (e.g., building owners, service providers, utilities, community organizations, local/tribal/state governments).
- Assisting in the development of local, regional, and national clean energy strategies and increase participation in voluntary energy and decarbonization programs across multiple sectors (i.e., commercial buildings, residential buildings, industry, and transportation).
- Leading the delivery of client-facing projects, including key project management tasks such as scope, staff, and budget management.
- Providing program assistance to U.S. government stakeholders and grant recipients, including on topics related to building benchmarking, retrofits, building codes, engineering and modeling, planning, and stakeholder engagement.
- Developing communications, outreach, and training resources, including newsletters, case studies, website content, and training presentations.
What we need you to have (minimum qualifications):
- Bachelors degree in a related discipline (e.g., communications, environmental studies, public policy, marketing, business).
- 6+ years of relevant experience in commercial buildings and public sector energy programs.
What we would like you to have:
- Masters degree in a related discipline (e.g., communications, environmental studies, public policy, marketing, business).
- Experience working with U.S. federal government agencies and programs such as the EPA ENERGY STAR® program, U.S. Department of Energy programs, and/or other prominent energy efficiency programs.
- Experience engaging directly with state, local, and tribal governments on energy and sustainability issues.
- Experience in energy and emissions analysis.
- Familiarity with the development/delivery of public-private voluntary partnership programs.
- Experience working with Customer Relationship Management (CRM) software systems.
- Passion for sustainability and clean energy.
- Experience with energy performance benchmarking.
- Experience with client-facing consulting roles.
- Experience engaging and communicating with internal and external program stakeholder groups, including understanding stakeholder group needs, priorities, and issues.
- High level of self-motivation and interest in support of U.S. government energy programs.
- Creative skills in developing communications materials for various audiences
- Proficiency in core computer skills, including key Microsoft applications such as Word, Outlook, Teams, SharePoint, Excel, and OneNote).

Pay Range – There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is: $77,890.00 – $132,413.00
